There are still one or two things I haven’t fiinalise about my character but this is what I have so far:

Her name is Rose (although that may change, something short and perky; “Poppy” was already taken) and as the adventure begins she is still only in her late teens. She is short, about 5’ 4”, with a boy-ish build, fair skin, blue/green eyes and blond hair which she wears fairly short.
Rose is a talented singer and one of her dreams is to become a bard of renowned. She is a native of Westcrown but despite this does her best to maintain a kind, perky and up-beat attitude. She can often be found in the taverns of markets of Westcrown both plying her trade and listening to stories, gossip and rumours.
Rose secretly hates the harsh realities of Westcrown life, with it’s institutionalised cruelty. While she has not actively opposed the authorities yet it would only tale a little more self-confidence on her part and a bit if encouragement for her to do so.
To a potential adventuring party Rose brings an eclectic mix of talents and skills. Her songs can rouse others to new levels of heroism and she has a natural talent of magic (from somewhere) and has even picked up the odd spell or two. She has a silver tongue and her ear-to-the-ground as to what’s-what and who’s-who in the city. She is also a passable petty thief.
Her major weakness is that she is a very poor combatant. She has only a basic knowledge of weapons (although she is a fair shot with small, thrown weapons like daggers), doesn’t have a great deal of stamina and even less in the way of strength.

I’d be interested in buddying-up with another PC so if anyone is looking for a troublesome little sister or childhood friend let me know.

If anyone can spot a suitable character portrait on-line I'd much appretiate it.

Bases on Saturday night’s brainstorming here is a revised and expanded background for my character:

Her name is Rulla Wintrish and she was born seventeen years ago to a poor Westcrown family. Shortly before her tenth birthday Rulla’s mother was killed, crushed by a warhorse when a group of Hell-knights brutally put down a food riot. Her farther, always a heavy drinker, took to the bottle for comfort and within a few years had drunk himself into the grave. While Rulla does have elder siblings they have scattered and she has lost contact with them.
It seemed certain that, too keep the wolf from the door, Tulla would have to turn to petty crime (she is a skilled pickpocket and knows how to trick a lock) or wose. However she was saved from such a life of by her greatest talent, she is a gifted and passionate singer . One of her fondest dreams is to become a famous singer, topping the bill in one of Westcrown’s many grand opera houses. For the moment however she sings in taverns and market places supplementing her act with displays of sleight-of-hand, juggling and tumbling when necessary.
Her vagabond life-style has lead her to hear all sorts of rumours, gossip and tales.
Within the last year or so she started to demonstrate a minor talent for the arcane and turned to a local elven sorcerer to learn to harness her gift. Tulla’s magic is fairly minor, mostly illusions and enchantments.
Despite having seen much hardship and deprivation in her short life Tulla has not become embittered, she strives to maintain a optimistic and upbeat outlook on life. She dearly wishes to see the day when the citizens of Westgate do not live in fear of their rulers and, as she grows more confident in her own abilities, is more likely to take an active role in seeing that day comes soon.
